Created functionality to limit the rate of fire for each player.
Created functionality to destroy shells some time after they're created.
Adjusted the scale of the level and the speed of the shells so that the feel like a "lobbed" shell instead of a bullet from a gun.
Added health that when depleted the player will be destroyed.
